After many decades of expansion, incomes and standards of living have never been better in many parts of the world. Yet, in the developed economies, there is anxiety over the loss of manufacturing jobs that once absorbed a large share of the labor force and created a middle class that formed the core of democracy. The vast majority of middle- income countries have not yet been able to make the transition to the high-income group despite decades of growth. Progress among low-income countries, particularly sub-Saharan African countries, in achieving productivity growth and structural transformation has been slow, and deindustrialization has occurred in some.

The current phase of globalization has fostered growing bipolarization, with China catching up with the United States both economically and strategically. In the meantime, the world is becoming increasingly unstable: crises in the Middle East, complex coexistence between Russia and Europe, regions of instability in Africa… In this context, Europe and Africa have never been so interested in each other. For many Africans, Europe is both a land of economic attraction and a continent with which it remains difficult to engage in a trusting relationship. There are more and more States building relationships with so-called Southern countries – in particular China, India, Turkey and Brazil – are more and more numerous. For many Europeans, Africa is both an economic Eldorado and a continent that raises concerns, particularly linked to its demography and migration. How do we reconcile these perceptions? How do we build effective collaborations between both regions? How do we contribute to their economic, social and political development in the coming decades?

Avec « Le Ben Laden du Sahara: sur les traces du djihadiste Mokhtar Belmokhtar » (Éditions La Martinière, Paris, 2014), Lemine Ould M. Salem dévoile à travers la trajectoire du célèbre émir islamiste algérien une somme considérable d’informations qui décrivent de manière inédite les dynamiques internes des groupes djihadistes liés à Al Qaida au Maghreb et au Sahel. Ce travail décrit comme “précieux”, par les spécialistes, continue avec le nouvel essai, « L’histoire secrète du jihad: d’Al Qaida à l’Etat islamique » (Éditions Flammarion, janvier 2018, Paris).

As part of the organization of annual conferences by the Advanced Leadership Initiative (ALI) Cohort of Harvard University, a visit is planned in Morocco by the 2015 ALI Cohort which is led by Ms. Nezha Chekrouni, former Ambassador to Morocco in Canada and former Delegate-Minister for the Moroccans Living Abroad, in partnership with OCP Policy Center and University Cadi Ayyad from April 1st to April 7th 2018.

Cependant, de nombreux pays en développement continuent de croître à des taux bien inférieurs à ceux observés avant la crise financière mondiale. Bien que les perspectives pour 2018 soient positives, plusieurs questions existent sur la durabilité de la reprise à moyen terme. Elles ont trait à l'effet de la hausse des taux d'intérêt internationaux, à l'accroissement des déséquilibres budgétaires aux États-Unis, à une tendance inquiétante au protectionnisme et à la lenteur de la croissance de la productivité. Dans quelle mesure devrions-nous nous inquiéter de ces risques? Comment vont-ils conditionner les régions en développement, notamment le Moyen-Orient et l'Afrique du Nord?

These events and the work conducted by the consortium partners paved the way to Brasilia 2018.

In the framework of its partnership with the Jean Monnet Network on Atlantic Studies, OCP Policy Center will join the second conference organized by the Network to present a paper on intra-regional trade in Africa. The conference will be tackling the commercial dynamics of the Atlantic Basin and will gather policy makers, civil society representatives and the wider public to address continuities and changes in commercial connectivity across the Atlantic space and offer learning opportunities from mutual experience with sub-regional integration efforts such as the EU Single Market.
