This unprecedented initiative in Africa will establish a continental platform for prominent economists, policymakers and financial market professionals, to discuss the current and forthcoming challenges facing Africa and frame them in their global context. Through regular, yearly meetings, the symposium will help cement a community of economic policy thinkers that could help shape a new thinking on development policy for the continent.

Along with other 108 countries in the world, Morocco is currently classified by the World Bank as a middle-income country (MIC), an income category that accounts for five of the world’s seven billion people and 73 percent of the world’s poor people.   This presentation will review the reasons why historically it is so difficult to graduate from this income category—over the last half century, only two countries were able to go through the low and middle-income categories to join the high income group. The discussion will focus on issues facing the MICs today and some concrete policy measures taken by the successful countries.  Emphasis will be on practical recommendations for policy makers.

“African middle classes”, popularized by the 2011 African Development Bank report, often stand as a symbol of the economic and demographic dynamism of the continent. Their announced emergence feeds into a certain number of expectations in the economic and political spheres: growth driven by domestic demand, potential new markets, democratization, and so on. Yet, the category “African middle class” and associated interpretations must be considered carefully. In Africa, as elsewhere in the world, the notion of middle class remains controversial: consensus is lacking on both, its definition and its criteria. Polysemous, vague, and encompassing, the term can cover a wide range of socio-economic situations.

As we peer into the future, there are a number of development challenges that require an exploration of the interconnections among water, energy, and food.  Countries still struggling with provision of basic services and that have not yet adapted well to historical climate variability face the additional challenges of growing needs and climate change.  Several regions in the world are facing unprecedented challenges in frequent and severe drought, water security, high energy production costs, food security and evolving climate conditions to countries of high and low GDP alike.  These changes are not merely limited to the biophysical ecosystems, but also socio-economic systems in complex ways.  This has real impact on local and regional economic value added and at a larger scale on the country’s GDP.  These different aspects are converging within the Nexus of Water-Energy-Food. The application of these approaches to address the Nexus manifest itself through three sectoral approaches: water resources, energy production and agriculture development.
