تشـكل خدمـات التقاعـد مكونـا رئيسـيا فـي نظـام الحمايـة الاجتماعية. فهي تجسـد حقا إنسـانيا أساسـيا كرسـه الإعلان العالمـي لحقـوق الإنسان والعهـد الدولـي الخـاص بالحقـوق الاقتصادية والاجتماعية والثقافيـة وترتكـز هـذه الخدمـات علـى مبـدأ الضـرورة، وهـو المبـدأ الـذي ذكـر بـه سـنة 2001 قـرار المؤتمـر الدولـي للعمـل لمنظمـة العمـل الدوليـة عندمـا أكـد أن جميـع المجتمعـات اليـوم تواجـه إشكالا مفـاده أنـه لا يمكـن لأحـد أن يوفـر احتياجاتـه طيلـة مراحـل حياتـه عـن طريـق عملـه الشـخصي. فالمـرض والعجـز والبطالـة وتعليـم الأبناء والشـيخوخة كلهـا أمثلـة لفتـرات تتقلـص فيهـا القـدرة علـى الكسـب، لذلـك ينبغـي علـى كل المجتمعـات إرسـاء نظـام لمسـاعدة الأشخاص الذيـن يُحرمـون مـن القـدرة علـى الكسـب.

Karim El Aynaoui, Executive President, and Fathallah Oualalou, Senior Fellow at the Policy Center for the New South, will be speaking at “Policy Consultations on Morocco : Viable Strategies for the Post-pandemic Era” in the framework of the webinar titled “New Growth Strategies for the Mediterranean Post-Covid”, co-organized by the Growth Dialogue and the Centre for Mediterranean Integration.

The Policy Center for the New South recently partnered with the Atlantic Council’s Africa Center on a pair of reports exploring the theme of technology and its impact on Africa’s political and economic future. In its report, The Impact of New Technologies on Employment and the Workforce: What Are the Implications for Developing Countries, Especially in Africa?, the PCNS analyzes the relationship between technology and employment in African labor markets, responding to the question of whether technology will help or hurt the twelve million Africans per year entering the job market. Taking a geopolitical angle in its report, Partnering for Africa’s Digital Future: Opportunities for the United States, South Korea, and India, the Atlantic Council’s Africa Center covers opportunities for cooperation between African nations, South Korea, India, and the United States to advance digital infrastructure and technology in Africa as an alternative to China.
