Europe, Africa and Asia: What Partnership Dynamics after 2021?

The Policy Center for the New South is hosting a joint webinar in partnership with the ASEANplus Platform of the Ghent University under the theme “Europe, Africa and Asia: What Partnership Dynamics after 2021?”.

The COVID-19 pandemic has highlighted the effects of globalization and deficiencies resulting from the absence of a clear vision and a coherent action on the geopolitical projection of the European Union (EU). This issue is also at the very heart of the new European Commission (2019-2023). What is notably at stake is the ‘future of Europe’ but also the development of new partnership dynamics between Europe, Africa and Asia. The final weeks of 2020 and the first months of 2021 are crucial in this respect, as most of the instruments and frameworks of partnership between the EU and Africa will be (re)defined, whereas those existing between the EU and Asia are being re-assessed in the light of the current developments. Morocco's pioneering role in its advanced relationships with the EU makes is an important case study as is Thailand within the ASEAN.

Which main geo-political, geo-economic and legal constraints and which new partnership dynamics between Europe, Africa and Asia can we expect for the next decade? What is the potential for developing new synergies and ‘partnership triangulations’ across the three continents? These are research questions that can only be answered through a multidisciplinary and prospective reflection.

Against this background, this half-day online conference will address challenges, opportunities and perspectives of partnership dynamics after 2020 through 3 sessions: a first session on issues of geopolitics and triangular dynamics between Europe, Africa and Asia; a second session on partnership instruments, investments, regional and sectoral strategies and a third session on the potential for triangular cooperation and mutual Europe-Africa-Asia learning.

  • Bruno Jetin, Associate Professor and Director, The Institute of Asian Studies, University of Brunei Darussalam (UBD)


    Bruno Jetin is an Associate Professor and Director of the Institute of Asian Studies, University of Brunei Darussalam (UBD). His current work focuses on the ASEAN Economic Community, the One Belt One Road initiative, Chinese investments in Southeast Asia, the impact of income distribution on growth in Asia.     Erwan Lannon is a Professor of European law at the Ghent European Law Institute (G.E.L.I.), Faculty of Law and Criminology, Ghent University. He also teaches at the College of Europe on the Bruges (Dpts. Law, International Relations and Diplomatic Studies of the European Union & European Political and Administrative Studies) and Warsaw campuses (Dept. European Interdisciplinary Studies). He specializes in the area of ​​external relations of the European Union and international and strategic relations (with particular emphasis on the European Neighbourhood Policy, the Mediterranean; EU’s proximity strategies, EU-Africa, EU-Asia/ASEAN and the Indian Ocean) as well as in that of EU institutional and constitutional law. He is active in various networks, expert groups and worked as a consultant and international expert to several EU institutions and international organizations (EEAS, European Commission, European Parliament, UNCTAD, UNDP, European Movement International, Euromesco, Euromed IHEDN, IEMed). He also worked as director of studies at the Warsaw campus of the College of Europe and as senior researcher and head of the office of the European Union Institute for Security Studies (EEAS) within the General Secretariat of the EU Council.

  • Nisit Panthamit, Associate Professor, Faculty of Economics, Chiang Mai University


    Dr. Nisit Panthamit is an associate professor at the faculty of economics, Chiang Mai University (CMU), Thailand since 1993. He got Ph.D. in economics (international economics) from the University of Wisconsin -Milwaukee, USA (2001). For the last 20 years, his career has been related to international economics and regional studies. He has been assigned by Chiang Mai University(CMU) to work as “Director of Center of ASEAN Studies (CAS) since 2016 - now.  Most of his works have been related to  China-ASEAN cooperation, regional economic integration in Greater Mekong Sub region (GMS) and ASEAN Economic Community and Belt and Road Initiative. His works are also been involved in ASEAN-China Cooperation and GMS regional poverty alleviation cooperation. He has been attended and participate in ASEAN-China Cooperation, ASEAN plus three in various conferences and seminar as “speaker and moderator” respectively.  He also has been worked and invited to join many international conferences in China, Japan. He has written articles and books related to China-ASEAN cooperation. Moreover, he has been involved as ASEAN - China University (Country and Regional Studies) Think-Tank Network and Network of East Asia Think Tanks (NEAT) -Track 2 for ASEAN Plus Three (APT) since 2016 - now.

  • Farhad Taghizadeh-Hesary, Associate Professor of Economics, Tokai University


    Dr Farhad Taghizadeh-Hesary is an associate professor of economics at Tokai University in Japan, and a visiting professor at Keio University, Japan. He completed his PhD in energy economics from Keio University in 2015 with a scholarship from the government of Japan (MEXT). He taught as an assistant professor at Keio following the completion of his PhD until March 2018 and as an assistant professor at the faculty of political science and economics of Waseda University 2018-2020. He is a grantee of the Excellent Young Researcher (LEADER) status from the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) of Japan with a 5 years’ competitive research grant (2019-2024). Presently he is also a visiting professor at Chiang Mai University (Thailand) and a distinguished research fellow and external scientific member at the University of Economics Ho Chi Minh City (Vietnam). Dr Taghizadeh-Hesary has published on a wide range of topics, including energy economics, energy policy, green finance, small and medium-sized enterprises finance, monetary policy, banking; Asian and Japanese economy. Currently, he is serving as Associate Editor of Finance Research Letters (SSCI), Associate Editor of Singapore Economic Review (SSCI), Associate Editor of Global Finance Journal (ESCI) and Editor of Cogent Business & Management (Taylor & Francis, Scopus). He has guest-edited special issues for prestigious journals including Energy Policy, Energy Economics, Finance Research Letters, The Singapore Economic Review, International Review of Economics and Finance, Economic Analysis and Policy, Journal of Economic Integration, Journal of Environmental Management, Australasian Journal of Environmental Management and Frontiers in Energy Research. His research credits include authoring more than 120 academic journal papers and book chapters and the editing of nine books. Dr Taghizadeh-Hesary led, managed and has been involved in dozens of research, capacity building and training (CBT) and consulting projects on energy, economic and financial related topics for the international organizations and institutions, including; United Nations; Asian Development Bank, Asian Development Bank Institute; Economic Research Institute for ASEAN and East Asia; Central Asian Regional

    Asst/Dr. Pornchai Wisuttisak is Dean of the Faculty of Law, Chiang Mai University, Thailand. He completed his Ph.D. in Business Law and Taxation from the University of New South Wales. He obtained his Master of Commercial Law from Macquarie University, Australia. He also graduated BA in Political Science in Government from Thammasat University, Thailand. His research focus relates to competition law, international trade and investment law, and energy law. He has worked with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Friedrich Naumann Foundation (FNF) on training courses for competition law and policy in Thailand, Myanmar, and Laos. He also involved with Asian Development Bank Institute’s projects on reforming state enterprises in Central Asian countries. His current research involves the business development and Investment for of Provincial Electricity Authority of Thailand(PEA). Dr. Wisuttisak is also a member of the National Committee of Justice Development, Thailand
