Paulo Paranagua

He is the author of several publications related to cinema and photography in Latin America. He is a Guggenheim Fellow. He has been journalist at RFI for 20 years, and at Le Monde for 15 years.

His work as a facilitator and trainer in the international arena include work with NGOs and governments in India, Egypt, Uganda, Burundi, Niger, Ghana, Congo-Brazzaville, Benin, Guinea, and Côte d'Ivoire, on issues related to democratic engagement and accountable government.

U.S. Special Envoy for the Great Lakes Region of Africa. He is also a Vice President of the Atlantic Council and Director of its Africa Center.


Prior to joining the Atlantic Council, he was as a professor of justice studies, political science, and Africana studies and Director of the Nelson Institute for International and Public Affairs at James Madison University. From 2008-2017, he was Vice President of the Association for the Study of the Middle East and Africa (ASMEA) and was founding Editor-in Chief of its quarterly Journal of the Middle East and Africa. In 2015, he was elected to the Board of the Smithsonian National Museum of African Art, of which he is presently Vice-Chair.

His area of Expertise covers Afro-Asian Affairs, Strategic & Security Studies, Terrorism, Extremism and Deradicalization, mainly from the view of Criminal; Legal and Forensic Psychology.


Dr. El Mostafa Rezrazi got his Ph.D. in Regional & International Affairs from the University of Tokyo in 1998, and later a Doctorate from the University of Mohammed V on the Psychological dynamisms of Suicide Bombers (2014). He is the executive director of the Moroccan Observatory on Extremism and Violence, Director of the African Center for Asian Studies, Rabat. Currently, he is Visiting Professor at the University Mohammed V Rabat. In 2017, was appointed a Co-coordinator of the OBOR China-Morocco Research Group, and a member of the Advisory Board of The Euro-African Studies Institute, Hanyang University Seoul, South Korea.

Rezrazi is the president for the second term of the Moroccan Association for Asian Studies. Dr. Rezrazi has served in the past as a distinguished professor in the school of law of Sapporo Gakuin University (Japan), a professor & Deputy Director of the Institute of International Relations in Hagoromo University in Osaka (Japan). A political Analyst at the Emirates Center for Strategic Studies and Research in Abou Dhabi, and was also a Visiting Fellow at Princeton University, USA.

Also, he has been an active member of The Chartered Institute of Bankers of Nigeria (CIBN). He is a Fellow of the Institute, where he was entrusted with many responsibilities before he became the President and Chairman of Council in 2010. He has made significant contribution to Nigeria’s services sector, notably through his work during the development of Nigeria’s Financial Systems Strategy 2020 (FSS 2020) as well as during the development of Nigeria vision 2020. Kakawa Discount House Limited leveraged on his technical, managerial and leadership competences all through his career in the Organization. He is indeed a resourceful human capital that any Organization would desire, as he climbed the ladder from a Dealer to the Managing Director / Chief Executive Officer. He is a graduate of Economics from Obafemi Awolowo University, Ile-Ife and holds a master’s degree in Banking and Finance from University of Lagos. In addition to these academic qualifications he obtained an MBA from Bangor University in the United Kingdom. He is also a Fellow of the Institute of Chartered Accounts of Nigeria, Associate Chartered Institute of Bankers Scotland and Member, Instituted of Directors (MIoD). An Economist, Chartered Accountant and Treasurer par excellence, he has vast experience with international perspectives in financial and economic systems. He served in the Nigerian Economic Summit Group (NESG) as the Chairman of the Central Organizing Committee for the annual summit 14 as well as the Chairman of the Technical sub-committee for the annual NES 13. He continued to serve the NESG as a Board Member until his appointment as CEO of the Group.
