Saïd Mouline

CEO, AMEE

Mr. Mouline is an engineer specialized in environment protection who graduated from the National Institute Polytechnique in Grenoble and the University of Pennsylvania in Philadelphia. Former Advisor to the OCP Chairman and the Minister of Energy and Mines in 1989 on topics related to sustainable development, he joined the Center for the Development of Renewable Energy (CDER) in 1992 as Scientific and Technical Director. Mr. Mouline also held several senior positions in the energy and environment fields within the Finance.com group, and was in charge of the Qualitair program at the Mohammed VI Foundation for the Protection of the Environment. He was appointed General Director of CDER by His Majesty the King Mohammed VI in 2009 and acts since 2010 as General Director of AMEE.

Badr Ikken

CEO, IRESEN

Mr. Badr Ikken received an engineer degree in mechanical engineering and industrial production & solar systems from the Berlin Institute of Technology. He wrote a thesis on production technologies of hard materials.
During 8 years, he worked in the Department for Machining Technology of the Institute for Machine Tools and Factory Management (IWF) in Berlin, first as a research associate, then as a project manager. In the Institute for Production Systems and Design Technology (Fraunhofer IPK), he served as leader for several industrial projects involving companies such as Siemens Power Generation, INA Schaeffler, Saint-Gobain Diamantwerkzeuge and SGL Carbon. Between 2008 and 2010, Mr. Ikken served as CTO of the multinational company Lunos-Raumluftsysteme. During this period, he developed and launched two new production lines in Germany. He also expanded the production in China. 
In September 2010, he joined the Moroccan Agency for Solar Energy (Masen) as Director of Integrated Development, in charge of Industrial Integration and R&D. He co-founded the Moroccan-based National Institute IRESEN (Institute of Research in Solar Energy and New Energies). He is the CEO of IRESEN since July 2011 and established in 2014 the largest solar research platform in Africa, the Green Energy Park.
 

Tayeb Amegroud

Senior Fellow, OCP Policy Center

Mr. Amegroud is the founder of GPower Consultants and an expert in energy planning, and projects development, valuation, financing and structuring, as well as a Senior Fellow at OCP Policy Center who focuses on Energy, renewable energy, projects development, valuation and financing and structuring. Mr. Amegroud has 18 years of combined experience in energy projects and investment banking.  In his last position, he was Director in charge of Renewable Projects development, Planning and Strategy at Office National de l’Electricité (ONE) and member of its executive committee. 
Prior to that, Mr. Amegroud was Executive Director at Swiss Re in New York and London, and held the same position at Lehman Brothers and various other international financial institutions.

Rim Berahab

Economist, OCP Policy Center

Rim Berahab is an economist at the OCP Policy Center, a think tank based in Rabat. She is currently working on issues related to international trade and regional integration in Africa. Her areas of research focus also on energy issues, economic growth and gender inequalities. Rim published several articles related to trade and FDI between Morocco and Sub-Saharan Africa. Recently, she co-authored a book -supervised by Pr. Pierre-Richard Agénor- on gender inequalities, public policies and economic growth, and published various articles on the climate change-economic development nexus. She was also a visitor at the International Monetary Fund (IMF) within the Commodity Unit of the Research Department for three months. She holds an engineering degree from the National Institute for Statistics and Applied Economics (INSEA).

Angelo Guardo

Senior Project Manager, Res4Med

Mr. Guardo graduated cum laude in Electrical Engineering in 2006 at the “Università di Catania". He started his career in Research and then he moved to the public sector as inspector in construction sites and commercial buildings. He joined Enel in 2008 as Project Manager dealing with medium and large PV plants. In January 2012 he moved in The United States with the role of Engineering Project Manager to follow solar projects both under development and under construction all over Central America and USA. In January 2015, he joined the O&M department as Head of technical support for PV plants within the global perimeter of Enel Green Power. Since 2017 he is Senior Project Manager within RES4MED association, responsible for the activities of the association in the MENA region. In 2018 he completed a 2-years Master program in Business Development at SDA Bocconi University. 

Mohammed Bouramtane

Director of Development and Industrial divisions, ONEE

Mr. Bouramtane is the Director of Development Division at ONEE. He supervises the strategy and planning of the power sector. He is also in charge of the development and the commissioning of both energy generation and electricity transmission projects, such as the Integrated Wind Project of 850 MW, the electric transportation network of 400 kV, and the 1,350MW coal-fired power plant in Safi. 
Mr. Bouramtane is also the Director of Industrial Division at ONEE, where he is in charge of the production, transmission and distribution of power.
Mr. Bouramtane has an extensive experience in the operation of electric power plants.
 

Adil Khamis

Executive Vice President, Business Development, Nareva

Mr. Khamis is the Executive Vice President in charge of Business Development of Nareva. 
Nareva is a developer, investor, co-owner and operator a portfolio of power generation and water infrastructure plants in Morocco. Nareva owns a portfolio of power assets with an aggregate capacity of 3 350 MW and an investment value in excess of USD 5 Billion.

Adil khamis has more than 12 years’ executive managerial experience in the development of large scale power and water infrastructure projects and has successfully contributed to the closing of large transactions, including:
• The first merchant Moroccan wind portfolio of 500 MW;
• The 300 MW Tarfaya wind IPP project (the largest wind farm in Africa) and 
• The Safi 1400 MW IPP coal fired project
• The award of the 850 MW IPP Wind Integrated Project.

Adil Khamis has led the design and the implementation of Nareva renewable energy strategy and has been involved in the origination and structuring of Nareva’s investment projects, with many precedent setting projects that eventually served as a guiding platforms for the wider adoption and implementation of renewable energy projects.
Adil khamis is also board director of many project companies and has served as chairman of the board of Tarec; the SPV that holds the 300 MW wind asset.
Adil khamis holds a Masters in civil engineering from EMI, a Masters of Business Administration from TISOM and a Masters in Finance from London Business School. 

Jan Pieter Cools

CEO, Siemens Gamesa Renewable Energy Morocco

Based in Morocco since 2011, Jan Pieter Cools is currently CEO of Siemens Gamesa Renewable Energy in Morocco. Prior to the merger of Siemens Wind Power and Gamesa in 2017, he was active in the Siemens Energy division as regional manager for the Mediterranean area in Siemens Wind
Power since 2008. 
Before 2008, Mr. Cools was regional manager for Africa – Middle-East for Siemens Elasa in Spain and for Asia-Pacific in Singapore. He also held several management positions in the Telecommunications Division of the Siemens organization. 
Besides, he worked as consultant for European Commission projects defining implementation scenarios for broadband telecommunications networks.
Born in 1960, Jan Pieter Cools studied economics and business science at University of Louvain, Belgium and graduated from University of Toronto in 1987 with a master degree in international business economics 
 

Hilaire Babin

Vice President, Utilities to Industries and District Cooling, Engie Africa

Hilaire Babin is the ENGIE Africa Vice President for the Utilities for industries and District Cooling Network. Hilaire holds a master’s in Electrical Engineering and a master of Science in Mechanical Engineering. He started his career as a Project Manager with HMS (Cruises Ship Yard’s subcontractor) in Italy. In 2004, Hilaire started his own business in renewable energy in France. Having sold his business, Hilaire held a position as project manager for a heat pump manufacturer.
In 2013 Hilaire joined Engie Cofely and subsequently held different positions as Project Director on the District heating and cooling business. He was in charge to develop solutions to deliver utilities for the industry and the district heating and cooling Networks in Normandy (France) and in La Reunion Island (Indian Ocean). 
Hilaire took over the Project Department of Engie UK Energy Services in London in 2016 to develop, build and operate district heating, district cooling and private power networks in the United Kingdom. Hilaire and his team were in charge of the bidding stage up to the delivery of the construction. He was also in charge of the asset management and troubleshooting as technical expert.
Hilaire is now in charge to develop the district heating and cooling solutions in the African continent. His team is composed of local business developers and a local technical team with the capacity to advise and develop solutions. Hilaire has also access to the local operating team (3000 employees across Africa and 2000 in Morroco) to deliver the projects.
 

Marc-Antoine Eyl-Mazzega

Director, Centre for Energy, Ifri

Marc-Antoine Eyl-Mazzega joined Ifri's Centre for Energy as a Director in September 2017.
Prior to joining IFRI, he spent six years at the International Energy Agency (IEA), notably as Russia & Sub-Saharan Africa Programme Manager where he conducted oil and gas market analyses and was responsible for institutional relations with these countries and regions. He also held various other positions, such as at the Robert Schuman Foundation, where he was in charge of a Ukraine observatory.
A French and German national, he holds a Ph.D. from Sciences Po Paris in international relations.

Catherine Mantel

Vice President Business Development, Terrawatt Initiative 

Catherine Mantel graduated from HEC in 1976 and owns a master’s degree in the Economics of Energy (French Petroleum Institute). She spent most of her career focusing on the development and structuring of international projects in emerging countries, specifically in Central Europe and CIS countries. She worked in the banking sector (Credit Lyonnais, CA-CIB) managing asset backed finance activities and key accounts coverage for 19 years. Later, she joined Gaz de France in 2002 with board responsibilities in joint ventures between GDF and Gazprom. With GDFSUEZ/ENGIE, she had the opportunity to work with electricity generation, environment and service business lines.  
She is fluent in English and Russian and has a working knowledge of Spanish and German.  To add to her truly international and diverse profile, she has been in charge of institutional relations for CIS and ASIA/PACIFIC regions, sustainable and smart city, renewable energy, energy efficiency, innovation. She represents ENGIE in the GCWDA (Global Clean Water Alliance for Desalination) board launched during COP 21, in the French Japanese Exchange Center Board. She is also a member of the French-Japanese partnership for smart and sustainable cities in AFRICA launched during COP 21. 
Currently, she is in charge of the Business development for Terrawatt Initiative (https://terrawatt.org/), an organization which was incorporated by ENGIE, TOTAL, SCHNEIDER ELECTRIC, IBM, IBERDROLA, BLACKROCK and SUGAR GROUP during the historical COP 21 in Paris.  
TWI is a not for profit association that coordinates task forces collaborating to the building up of the New Solar Market at Scale: a global solar power market based on common regulations, practices and guarantees, rapidly reducing the cost of production of solar electricity, converging towards the most affordable prices for people in all the sun rich countries that fall between the Tropic of Cancer and Tropic of Capricorn, and accelerating investments at scale. 
 

Carole Mathieu

Head of EU Energy & Climate Policies, Center for Energy, Ifri

Carole Mathieu is a Research Fellow at the Centre for Energy of the French Institute for International Relations (Ifri). Her research areas primarily cover climate change policies and the transformation of energy systems, European energy policy and security of gas supply. Prior to joining the Ifri Centre for Energy, she was an analyst at the French Energy Regulatory Commission (2010-2014). She has been actively involved in defining and defending the positions of the French regulator in the discussions with European Institutions, network and infrastructure operators and market players. Her work focused on the harmonization of European gas network and market rules and on questions relating to energy security of supply of the European Union. She has regularly conducted training sessions at the French Gas Association (AFG) on the EU energy policy and on energy markets regulation. Holding a Master’s degree in Public Administration – Energy from Sciences Po Paris, Carole Mathieu has also studied at Boston College (Massachusetts, U.S.).
 

Clélie Nallet

Research Fellow, Center for Africa Studies, Ifri

Clélie Nallet is a Research Fellow with the Center for Africa Studies at Ifri. Her research focuses on African socio-economic transformations and urban dynamics. She holds a PhD in political science from Sciences Po Bordeaux, where she devoted her thesis to the study of Ethiopian “middle classes”. 
She has conducted numerous surveys on living standards and lifestyles, mainly in Addis Ababa, Niamey, Kinshasa and Abidjan. 
Clélie is also an Expert on issues related to the private sector in developing economies and was Deputy Editor in chief of Private Sector & Development magazine.

Cédric Philibert

Senior Analyst, Renewable Energy Division, International Energy Agency

Cédric Philibert is a senior analyst in the Renewable Energy Division of the International Energy Agency (IEA). He leads the division’s policy analysis on technologies, and works on renewable energy for hydrogen, industry and fuels. 
He authored the IEA renewable energy Technology Roadmaps on Concentrating Solar Power (2010), Hydropower (2012), Wind (2013), Solar Thermal Electricity (2014) and Solar Photovoltaics (2014). Mr. Philibert also wrote the 2011 IEA report Solar Energy Perspectives, and a report on Renewable Energy for Industry (2017). With a background in climate change, Mr. Philibert co-authored the IEA publications Beyond Kyoto (2002), and Act Locally Trade Globally (2005). 
A journalist by training, Mr. Philibert served as an advisor to the French Environment Minister from 1988-1990. In 1990 he published two books on climate change and on renewable energy. From 1992 to 1998 he served as advisor to the CEO of the French Agency for the Environment ADEME, before joining UNEP in 1998, then the IEA.
With qualifications in political sciences and economics, Mr. Philibert has published numerous papers in peer-reviewed and other journals.
 

Tarik Bourquouquou

Senior Project Manager Business Development, Masen

Mr. Tarik Bourquouquou is Senior Project Manager in Business Development and previously Planning Manager for Construction and Commissionning of Solar Power plants and Infrastructures in Masen (Moroccan Agency for sustainable Energy).
Mr. Bourquouquou has been Masen’s Planning Manager for Power Plants and Infrastructures since 2014 and recently joined the Business Development team.
He took part in all Masen projects developed so far (Noor Ouarzazate I, II, III, IV, Laâyoune and Boujdour).
Before joining Masen, he spent two years as a business intelligence Engineer in France working in Capgemini for major Telecommunication companies like Orange, France Telecom and Bouygues Telecom. He then worked eight years in the Oil and Gas construction and procurement in Saipem (ENI) for major projects worldwide, including Africa (Sonatrach Algeria, Total Nigeria, Total Congo, CNRL Gabon) and CNRL Canada, Petrobras Brazil.
He is an Information System engineer from the University of Technology of Troyes (France), with a specialized master in Business Intelligence from Grenoble Management School (France).
